In my opinion, climate change is not a technical problem but a cultural issue. That is to say, it’s not something derives from technological failure, and it cannot be solved by technology (alone, at least). Addressing climate change requires the reconciliation of homo sapiens with the rest of the planetary community. Until we remember who we are, and rebuild right relationship with all other species, technological solutions will only address the symptoms, not the root cause.
